The era of regular new mobile spectrum releases may be coming to an end. For regulators, that makes decisions about licence renewals—and the pricing of spectrum—more important than ever.

Over the past 15 years, bands including 600 MHz, 700 MHz, 3.6 GHz, L-band and 26 GHz have been assigned for mobile services. But the pipeline is now slowing. European regulators do not expect 6G to require large amounts of new spectrum, while potential bands being considered for IMTInternational Mobile Telecommunications (I… at WRC-27The World Radiocommunication Conference (W… face significant obstacles.

This changing landscape raises difficult policy questions:

• Should expiring licences be auctioned?
• Do high auction prices divert investment away from mobile networks?
• Should renewed licences reflect market value, promote efficient use or simply recover administrative costs?
• Are new coverage commitments more effective than spectrum fees?
• And if mobile spectrum is auctioned, should satellite spectrum be treated in the same way?

• Spectrum Valuation | 6-7 October Learn how regulators estimate spectrum’s value and choose between market-based, incentive-based and cost-recovery pricing. The course will examine how pricing is applied to a range of sectors, including mobile, fixed links and satellite.
  
• Spectrum Auctions | 8–9 October Take part in mock auctions as well as exploring auction design, expiring licences, the response to declining operator profitability and the importance of ubiquitous connectivity. The course will also consider whether auctions can be applied to sectors like satellite.
