PolicyTracker completes nine month study for European Commission

The project reviewed the 2012 Radio Spectrum Policy Programme and considered how it could be updated to meet the Digital Decade targets.

The RSPP study, subtitled Taking stock and discussing future scenarios, was completed as part of a consortium including LS telcom and EY (formerly VVA). It considered a range of policy options to help the Commission prepare an impact assessment before updating the RSPP.

The issues addressed in the report included:

  • Maintaining the EU’s Digital Sovereignty in the context of rising geopolitical tensions, particularly with regard to spectrum harmonistaion procedures and issues of harmful interference.
  • Strenghtening the internal market through a more harmonised approach to satellite licensing and ITU filings
  • Improving spectrum policy by enhancing spectrum sharing, boosing flexible licensing and ensuring spectrum availability to support future demand for wireless broadband

The study recommended new procedures for spectrum harmonisation if there was a security risk; coordinated EU-wide efforts to provide assistance to Member States affected by harmful interference; an EU-level selection of satellite operators and a common format for national staellite licences; and the promotion of a full range of technological spectrum sharing solutions and flexible licensing to support the 2030 Digital Decade goals.

The report included a study of the impacts of the proposed of policies, concluding that they would make an overall positive contribution to the EU’s regulatory environment.
