CPM
The Conference Preparatory Meeting (CPM) is a formal meeting held as part of the International Telecommunication Union (ITU) process to prepare for a World Radiocommunication Conference (WRCThe World Radiocommunication Conference (W...).
Its main purpose is to develop a CPM Report, which provides the technical, operational, regulatory, and procedural information that delegates need to make informed decisions at the WRC. The report is designed to be neutral; it presents the available options and their implications without recommending a preferred outcome.
The CPM:
- Reviews each agenda item for the upcoming WRC.
- Summarizes studies carried out by the ITU Radiocommunication Sector (ITU-RThe International Telecommunication U...).
- Identifies possible methods to satisfy the objectives of each agenda item.
- Explains the advantages, disadvantages, and impacts of each method.
- Produces the official CPM Report that serves as the primary technical reference during WRC negotiations.
The CPM process typically consists of two sessions:
- CPM-1
- Takes place shortly after a WRC concludes.
- Organizes the work needed to address the agenda for the next WRC.
- Assigns studies to the relevant ITU-R Study Groups and Working Parties.
- CPM-2
- Held several months before the next WRC.
- Reviews the completed studies.
- Finalizes and approves the CPM Report.
Delegates, regulators, satellite operators, mobile network providers, broadcasters, and equipment manufacturers all rely heavily on the CPM Report when preparing their positions for a WRC.
