Can they deliver wide high speed mobile coverage with its associated economic benefits? Some administrations think not: France is allowing operators to avoid auctions if they improve coverage and elsewhere other options are increasingly being explored.

Are auctions appropriate for the 5G era? Hong Kong is not using them for mmWave licences.  Auctions have also been blamed for holding hold back network investment, but this is much debated.
