Webinar: Perspectives on the Digital Networks Act

The proposed Digital Networks Act aims to reshape spectrum governance by strengthening EU‑level coordination, revisiting assignment models, and adjusting the balance of powers between the European Commission and EU Member States.

It raises key questions around licensing approaches, cross‑border coordination and long‑term investment incentives for both terrestrial and satellite services.

This session will explore what the DNA could mean for national regulators, industry and cross‑border spectrum governance.

Our speakers are as follows:

Professor Martin Cave – leading expert on the economics of regulation and spectrum management, with extensive experience advising governments and regulators on auctions, licensing and pro‑competition frameworks.

Philippe Lefebvre – brings an insider’s view of how EU institutions, Member States and national regulators interact when major reforms like the DNA are negotiated and implemented.

Professor Gérard Pogorel – provides a strategic perspective on digital infrastructure, industrial policy and spectrum governance. He will assess how the DNA fits into Europe’s digital competitiveness and the balance between centralisation and national flexibility.
