Satellite direct-to-device service is a novel spectrum use not catered for under existing international spectrum regulations. WRC-27 Agenda Item 1.13 will consider adding MSS allocations to mobile FDD bands for D2D. Pre-WRC-27 some administrations have already begun regulatory work. This research explores this new use of spectrum and the challenges that come along with it.

These can broadly be split into two main categories: those using terrestrial spectrum controlled by terrestrial operators and those using mobile satellite service (MSS) spectrum. This research explores the approaches of key players in the industry, focusing on their spectrum strategies and commercial progress.

Mobile network operators around the world are teaming up with satellite companies such as SpaceX (Starlink), AST SpaceMobile and Lynk Global to develop direct-to-device (D2D) services based on licensed mobile spectrum. D2D-IMT promises service continuity in places beyond the reach of terrestrial mobile networks, such as in remote and mountainous areas, but will regulators allow supplemental satellite-based coverage to count towards mobile operators’ network rollout obligations, now or in the future?
